IMPORTANCE OF PUBLIC ADMINISTRATION DEPARTMENT

“If our civilization breakdowns, it will be mainly because of a breakdown of administration.” – W. B. DONHAM

Public administration is an old as our ancient civilization. The history of ancient Indian governmental system begins from the vedic times. From the oldest available document the Rig Veda, when the emperors ruled their respective kingdoms through the “Divine Right” doctrine till the present day socialist, democratic, welfare state, Public Administration remains the flywheel of governmental activity. Kautilya’s “Arthashastra”, Aristotle’s “Politics” and Machiavelli’s “The Prince” are an extensive treatise on administration.3

In a long history of development of Indian administration, numerous administrative organizations rose and fell. From the earliest times our monarchical system used Public Administration in executing governmental functions. It can be asserted that the present administration is a developed form of the old administrative system. In other words, modern public administration is based on the foundation of the traditional public administration
